The PFM Strategic Consulting team has been directly involved with major, national models of governance change: from the comprehensive merger of the City of Louisville and Jefferson County (KY) to the targeted consolidation of select services such as purchasing and emergency communications within Allegheny County and the City of Pittsburgh (PA).
