Mr. Allen joined Public Financial Management's Austin office in 1996, having completed three years as a financial analyst with the Municipal Advisory Council of Texas (MAC), a trade association of bond underwriters and financial advisors.

As a Senior Managing Consultant at PFM, Mr. Allen is responsible for all aspects of project and client management. Mr. Allen also provides analytical and technical support to the financial advisory group which includes: bond sizing, creating spreadsheet models, refunding analyses, lease-purchase analyses, and preparing documentation for debt offerings. Mr. Allen's financial advisory experience has included working with numerous Texas entities including: cities, counties, school districts, state agencies and higher education agencies. He has been involved with the structuring and sale of nearly $6 billion of new money and refunding bond issues. Additionally, he has experience with taxable and tax-exempt commercial paper programs, cash defeasance programs, escrow restructuring, credit enhancements, and rating presentations.

Mr. Allen received a Bachelor of Business Administration with a major in accounting from Southwest Texas State University.
