Katherine Clupper is a Managing Director and works with a range of issuers in the Mid Atlantic Region. In addition, she assists in the development of non-profit and higher education clients in Pennsylvania, New Jersey and Delaware.
Previously she was a Director for Penn Capital Advisors, a financial advisory firm in Pennsylvania. She was a Director with First Union Securities’ Public Finance Department, responsible for business development in Pennsylvania, Delaware and Maryland. Prior to joining Wheat First Butcher Singer in 1990, which was later acquired by First Union, Ms. Clupper worked for Russel, Rea & Zappala, Inc., developing and managing its public financing efforts in eastern Pennsylvania.
In 1987, Ms. Clupper left the City of Philadelphia as Assistant to the Director of Finance, where she worked for the City Treasurer’s Office in debt management; acting as issue manager for approximately one billion dollars of securities. She has also worked for the Pennsylvania State Legislature.
Ms. Clupper has served as senior banker for several large Pennsylvania issuers such as City of Philadelphia Parking Authority, the Southeastern Pennsylvania Transportation Authority, the School District of Philadelphia, the County of Chester, Bucks County Water and Sewer Authority and the North Penn Water Authority. She has served as financial advisor for the Philadelphia Housing Authority’s first mixed income housing development, Southwark Plaza.
She currently works with several state level issuers such as the Pennsylvania Industrial Development Authority, State of Maryland, Commonwealth Financing Authority, and the New Jersey Educational Finance Authority. Additionally, she provides financial advisory services to a variety of local issuers both large and small, including the City of Philadelphia, City of Baltimore, City of Wilmington, North Penn Water Authority and several smaller Pennsylvania school districts and municipalities. Over her 20 years of experience in the area of public finance, Ms. Clupper has assisted her clients in successfully entering into the public markets, implementing best practices in managing their debt portfolio, analyzing and developing credit and long term assest/liability strategies.
Ms. Clupper has an MBA in finance from Temple University.
