Nancy Winkler, Managing Director with The PFM Group, is responsible for overseeing the firm's New York practice as well as managing select engagements in the Mid-Atlantic and Northeast.

Ms Winkler's work has included large complex financings, use of various derivative and other investment structures and work on securitizations and public private partnerships. She has participated in the creation of a number of new credits and on the fiscal recovery of distressed credits. Recently active clients include: The New York State Division of the Budget, Nassau County, New York (and by extension Nassau County Interim Finance Authority), Nassau County Sewer and Storm Water Finance Authority, Nassau Health Care Corporation, New York City Health and Hospitals Corporation, the Nassau Off Track Betting Board, New York State Housing Finance Authority, the University of Buffalo Foundation, Erie County Fiscal Stability Authority, the Buffalo Fiscal Stability Authority, The Nassau Tobacco Corporation, Niagara Frontier Transportation Authority, Montgomery County, MD, the Montgomery County Revenue Authority (Maryland) and Montgomery College. Ms Winkler is an expert in financing waste-to-energy facilities. She has worked on a number of unfunded insurance reform and restructuring programs for state and local governments.

Ms. Winkler is a Trustee of the Citizens Budget Commission. She is a graduate of Georgetown University and the London School of Economics. She is a Trustee of the George F. Baker Scholarship at Georgetown University. Ms. Winkler maintains offices in Manhattan and Philadelphia. She has been with PFM for 25 years.
