Bob Winthrop is a Senior Managing Consultant with PFM, working in the Strategic Consulting practice. Mr. Winthrop's has experience that includes fee revenue forecasting and maximization analysis, budget optimization, financial advisory work for refunding and new money issuance for a variety of general municipal clients as well as work on multi-family housing projects. He is National Practice Manager for activity based costing fee studies and led both phases of the Minneapolis Fee Analysis as well as the Minneapolis Regulatory Services Fleet Optimization Report. In addition, he has acted as a senior resource on Nassau County, NY local government consolidation analysis, New Orleans, LA budgeting for results development and Baltimore's Blue Ribbon Committee on property tax reform.
Mr. Winthrop has worked on multi-year budget plan projects for Erie County, NY and the City of Memphis, TN; PFM's evaluation of New York State's Centers of Excellence and has served as project manager for fee studies for St. Paul, MN, St. John's County, FL; Macomb County, MI; and the City of Dallas, TX.
Prior to working at PFM, Mr. Winthrop was a Unit Head with the New York City Mayor's Office of Management and Budget (OMB). At OMB, Mr. Winthrop worked in three areas: forecasting revenues from over $400 million in parking violations, analyzing capital transportation projects, and managing OMB's Pension Unit related to the $100 billion New York City pension funds.
At OMB Mr. Winthrop developed a detailed econometric model to refine revenue estimates related to parking violations. Mr. Winthrop also produced a model to easily provide daily pension investment return estimates to OMB's senior staff, and developed a pension legislation database that made extensive use of document imaging.
While at OMB, Mr. Winthrop was heavily involved in technical analysis for each area in which he worked. This included acting as a subject matter expert for parking violations during the business process reengineering of New York City's revenue collection system, conducting the primary analytic work related to the Department of Transportation's technology initiatives, and producing an initial quality assessment of the New York City Teachers Retirement System $20 million data processing/customer service software.
During his time at OMB, Mr. Winthrop served for three years as an Adjunct Lecturer of Public Finance at New York University's Robert F. Wagner Graduate School of Public Service.
Mr. Winthrop has a Bachelor of Science Degree with majors in Mathematics and Political Science from the University of Wisconsin - Madison and a Master of Public Administration from New York University's Robert F. Wagner Graduate School of Public Service. Mr. Winthrop currently serves on the City of Minneapolis Development Finance Committee and was Chair of the St. Paul Area Chamber of Commerce Local Fiscal Policy Committee during 2007. Mr. Winthrop is a retired Major in the U.S. Army Reserve and a Certified Independent Public Finance Advisor.
