Heather Casperson is a Senior Managing Consultant in Public Financial Management’s Minneapolis office providing senior level analytical and project manager services to many of the firm’s clients.  She has a total of thirteen years of experience in public finance. 

Ms. Casperson provides financial advisory services including: financial analysis, debt schedule development and modeling, preparing rating agency presentations, and preparation/review of disclosure materials.  She has provided assistance on various types of bonds and notes including general obligation, hotel revenue, lease revenue, sewer revenue, water revenue and parking revenue bonds for public facilities and economic development projects.

Ms. Casperson currently works with clients in Iowa, Kansas, Maryland, Minnesota, and North Dakota including cities, counties, school districts and other public entities.  Some of the jurisdictions she has provided these services to include the city of New Hope, Hennepin County, Three Rivers Park District, Metropolitan Council, Minneapolis Special School District No.1, Minnesota, the city of Minot, North Dakota, the city of Overland Park, Kansas; the cities of Davenport and Sioux City, Iowa and the city of Rockville, Maryland.

Ms. Casperson previously worked in the Corporate Trust Services department at U.S. Bank Trust, NA.  She received a B.S.B. in general management with psychology from the Carlson School of Management at the University of Minnesota.
