Hal Canary is a Managing Director in PFM's Fort Myers, Florida office. Mr. Canary was previously located in PFM's Memphis office where he served the State of Tennessee and the major cities, utilities and counties of Tennessee. Canary has managed both negotiated and competitive transactions, including competitive refundings, forward refundings, qualified zone academy bonds, toll facility financings and forward rate agreements. Since joining PFM in 1996, Canary has focused on applying his management and accounting experience to expand PFM's scope of services. Canary currently manages financial advisory projects for clients of the Fort Myers office, including Collier County, Lee County and Monroe County. Canary also provides specialized consulting services, such as helping to develop the Fiscal Recovery Plan for the City of Miami, Florida, as consultant to the Florida Governor's Financial Emergency Oversight Board.
Prior to joining PFM, Canary provided financial consulting services through his CPA firm, Canary Consulting, Inc., to local governments, utilities and private businesses. Canary has conducted operational reviews and organizational analyses of local governments, assisted them in formulating strategic plans, capital improvements programs and revenue forecasts and served clients in all phases of management information systems evaluation, acquisition and implementation. As Finance Director of the City of Germantown, Tennessee, Canary was responsible for all financial planning and management functions of the city as it became the only AAA rated city in Tennessee and received the Award for Excellence in Debt Management from the Government Finance Officers Association (GFOA). Prior to joining the City of Germantown, Canary practiced public accounting for ten years, mostly with Ernst & Young, where he developed particular expertise in computer auditing technology, evaluation of computer controls and securities brokerage auditing.
Mr. Canary received a Bachelor of Science in Accounting and a Master of Business Administration from the University of Tennessee at Knoxville.
Canary's articles and lecture presentations include linking strategic plans with budgets, improving debt ratings, timely financial reporting, preparing annual reports in-house and issuing Citizen Bonds and QZABs. Mr. Canary is a member of the Florida and American Institutes of CPAs, the GFOA and the Florida GFOA. Canary has served the GFOA for a number of years as a reviewer in both the Budget Award and Certificate of Excellence in Financial Reporting programs and as Advisor to GFOA's Committee on Debt Management.
