Ms. Carter first joined PFM in 1992 and is a Managing Director.

Ms. Carter's clients are located in the mid-Atlantic region, and focused within the Commonwealth of Virginia. They include cities, counties, regional water and sewer authorities and a state-level infrastructure authority. Ms. Carter is a public finance generalist with expertise in each of PFM's service areas, particularly in debt and transaction management. While her expertise is broad-based, she has specific knowledge and experience with financings associated with economic development projects, public-private partnerships and tax credit financings.

Ms. Carter is a graduate of the School of Engineering and Applied Sciences at the University of Virginia where she received a Bachelor of Science degree in Applied Mathematics. Ms. Carter serves on the board of the American Red Cross - Arlington County Chapter. In addition, she formerly served as chair of the Arlington County (VA) Industrial Development Authority which is responsible for facilitating housing and other development activities within Arlington County.
