Long Beach, CA Police Assessment

PFM was engaged by the City of Long Beach, California to undertake an Assessment of the Long Beach Police Department to ascertain and inform policy officials of potential strategies to improve services and identify efficiencies.

Through discussions with current LBPD officers and other city officials, PFM along with project partner Chief Charles Ramsey, identified potential efficiencies that would not adversely affect service. The review also compared the practices of other local governments (regionally, state-wide, and nationally) to promote police efficiency and effectiveness. The Assessment identified the fiscal impact of the efficiency initiatives, such as civilianization, cost recovery, overtime containment, restructuring of the provision of certain support services (e.g. fleet, financial management), expansion of officer productivity through the use of technology and other best practices.
