Harrisburg, PA School District - Operational Improvement Plan
PFM was hired by the Mayor of the City of Harrisburg to review the financial and operational activities of the Harrisburg, PA School District. The School District was recently taken over by the State with control being given to the Mayor. PFM developed a recovery plan to improve the performance of the District including generating additional revenue and better managing expenditures. PFM's plan included the following components:
- Detailed analysis of operating results by function area projected five years into the future
- Detailed department reports for each operating department in the organization
- Detailed projections of operating results by revenue category and expenditure class including multiple scenarios assuming various growth rates
The Mayor and the State appointed Board of Control are currently using the results of this work to improve the financial and managerial performance of the District and to drive additional operating funds into schools. PFM is the project manager in charge or implementing all of the recommended management efficiencies.
