Water Pollution Control Authority Regionalization
The City of New Haven long provided wastewater treatment services within the City and to surrounding communities. PFM supported the efforts of New Haven and its neighbors to create a publicly owned regional utility, and sell the WPCA's assets to the new utility by the close. Regionalization was aimed at further containing rate growth through economies of scale and other efficiencies, while expanding capital investment in wastewater assets and better coordinating service provision with regional planning priorities.
The initiative also reduced the debt liabilities of New Haven's General Purpose Government. PFM's services focused on development of the terms, operations plan, and plan of finance associated with the regionalization, as well as communications support with surrounding towns and the State, and identification of appropriate Payment-In-Lieu-Of-Tax policies. The initiative concluded successfully.
